The SEC Technical Manual Glossary defines 'Contract Value' as the below:
The Rand value that will be required to complete the works for the entire project, including site works (landscaping, external paving, etc.). The contract value must include contractor fee, contingencies and any other items included as part of the contract amount, but exclude demolition works, consultants fees, design fees, project management fees, VAT, works outside the site area, and buildings or areas within the site that are not being assessed for purposes of Green Star SA. In the Socio-Economic Category PILOT the contract value excludes occupant allowances, even if these form part of the contract value (as per Green Star SA Multi Unit Residential v1 tool).
The GBCSA further clarify that Contract Value is defined as:
- The initial tendered sum - for a Design submission.
- The final main contract value - for a As Built submission.

Part 1 Section D
Socio-Economic-Category-PILOT-Technical-Manual (2013:12), Additional Guidance states that, “for the Purposes of this credit, ‘youth’ age category is defined as being 18-25 years of age, as per the EPWP definition which is considered to be the most directly relevant.”
However in The Guidelines for the Implementation of Labour-Intensive Infrastructure Projects under the Expanded Public Works Programme (EPWP) (2005:27), ‘youth’ age category is defined as 18-35 years of age.
Further, the ‘Guidelines for the Implementation of Labour-Intensive Infrastructure Projects under the Expanded Public Works Programme (EPWP) (2005)’, is no longer the latest guidelines. The latest ‘Guidelines for the Implementation of Labour-Intensive Infrastructure Projects under the Expanded Public Works Programme (EPWP)’ is the 2015 (3rd Edition) guidelines. As per the 2015 guidelines, the definition of ‘Youth’ is now 16-35.

Part 1 Section C
The Socio-Economic-Category-PILOT-Technical-Manual (2013:12) calls for the project team to automatically adhere to SANS1914-5 Guidelines when targeting Part 1 Option C of SEC-1. However as of 2015 this standard has been withdrawn and is now replaced by SANS 10845-5 (2015) as per SANS official website;

SANS1914-5 is to be replaced by SANS 10845-8.

Labour cost incurred off site for the manufacture of non-stock standard items (i.e. items purpose manufactured for this project based on a design specific to this project) may be included in the total cost of labour for the purpose SEC-1 Part 1 Option A.
